Santa Ana's city council is considering fines and possible jail time for owners of dogs whose four-legged friends keep barking incessantly for 30 minutes or more. It's like Domino's Pizza in reverse — 30 minutes or less and it's free, but any longer, and you may have to pay up to $1,000 or even do jail time.
If it passes, this seems about as likely to be enforced as the leaf-blower bans L.A. passed a few years back.
