His explanation to the shocked woman? He appreciated her boobs and wanted his wife's breasts to be as plump and enticing after enhancement surgery. Bustamante is, not surprisingly, facing a long list of criminal charges for his alleged sexual issues, including jacking off in front of another county employee.
