When we investigated Dr. Bernard Rappaport during 1997 and 1998, he was still head of the county's Children and Youth Services (CYS). His exploits included ignoring complaints concerning at least one psychiatrist who gave patients at the Orangewood Children's Home potentially dangerous drug combinations, illegal office drinking parties at one CYS clinic, and a supervising psychiatrist who allegedly made dangerous misdiagnoses. Then there was the 1992 Orange County grand jury report that described him as “unaccountable.”
Today? Nothing much has changed. Rappaport still works for the county Health Care Agency as a division manager. We think of him when we begin to feel important.
