The Irvine resident and former Laguna Hills swim instructor who did time behind bars for having sex with a 15-year-old female student is about to earn another stretch.
Todd Robert Sousa, a father married to a Laguna Hills City Council member's daughter at the time of the trysts, has pleaded guilty to sexually assaulting a second 15-year-old girl.

Sousa, who entered the plea on Friday, finished a 16-month prison term last summer as part of a plea deal that had the 38-year-old copping to 13 felony counts of lewd acts on a child, three felony counts of unlawful sexual intercourse and two misdemeanor counts of contributing to the delinquency of a minor.

Sousa picked up the first 15-year-old girl and her friend from Irvine Spectrum and drove them to his office, where he plied both with alcohol before having sex with one of the girls in another room while her friend waited.
That case against the co-owner of Swim Venture in Laguna Hills waded into the local political arena as that city's council was considering joining other Orange County municipalities in establishing Child Safety Zones that ban registered sex offenders from entering public parks.

Since retired Councilman and former mayor Joel Lautenschleger, Sousa's father-in-law, appeared by some to be reluctant to vote for the ordinance, prompting fears he was protecting a family member. But Lautenschleger ultimately joined the majority in forbidding pervs from Laguna Hills parks.
Sousa was arrested last August when another swimming school student told investigators she also had sex with him in an Disneyland-area hotel where they agreed to meet.

On Friday, Sousa pleaded guilty to six counts of lewd acts on a child age 14 or 15 and a count of unlawful sex, all felonies. He is scheduled to be sentenced Sept. 6.
The latest plea deal includes a “three-year state prison lid,” meaning Sousa's punishment will not exceed three years, Deputy District Attorney Jennifer Walker reportedly told City News Service today.
