Los Angeles Times: Wilbert Dale Garcia, a 49-year-old Orange County sheriff's deputy, is arrested in Murrieta on suspicion of raping and the continued sexual abusing of a 14-year-old child. Garcia, who patrolled the Laguna Niguel area, has been placed on administrative leave. . . . Anaheim officials are debating whether to grant tax breaks to the developer of a high-end hotel near Disneyland. . . . Vietnamese Americans who have been labeled communists in Little Saigon are suing their alleged red-baiting accusers for slander and harassment. . . .
