Monday Pervy Monday: Stiff Child Rape Term; Assault Suspect Gives Up; Another Enters Plea

What do a sexual assault suspect who turned himself in to police, another who pleaded not guilty in court last week and the rapist of a young child relative with disabilities have in common? Computer use figured into their crimes (alleged and otherwise).

Jeffrey Adam Tracy, 38, of Huntington Beach, was sentenced Friday to 36 years to life in prison for molesting a male relative, starting when he was 5 to 6 years old, according to the Orange County District Attorney's office (OCDA). Tracy described himself as a church worship leader, but prosecutor Bobby Taghavi was unsure which church he was affiliated with.

U. S. Immigration and Customs Enforcement's (ICE) Homeland Security Investigations (HSI) and other members of the Orange County Child Exploitation Task Force (OCCETF) began investigating began Tracy in April 2013 for uploading child pornography videos on the Internet using various file sharing programs.

“During the investigation, HSI special agents discovered that between 2008 and 2012, Tracy sexually assaulted a minor male relative, John Doe, by orally copulating the victim, committing lewd acts upon him, and videotaping some of the sex acts,” reads an OCDA statement. “Tracy e-mailed the illegal child pornography videos of the sex acts with John Doe to various unknown individuals. John Doe was under 10 years old when the sexual assaults took place.”

“Tragically, it's not uncommon for individuals targeted in cases involving the production and distribution of child pornography to also be engaged in the hands-on sexual abuse of children,” says Claude Arnold, special agent in charge for HSI Los Angeles, in the same statement. “What makes this case even more heartbreaking was that this predator's young victim had a disability.”

Tracy was convicted Oct. 16 of two counts of oral copulation of a child 10 years old or younger, four counts of lewd acts on a child younger than 14 and a count of using a minor for sex acts, all felonies. Orange County Superior Court Judge Michael Cassidy in Westminster handed down the sentence Friday that was short of the maximum of 44 years to life in prison. But Arnold was pleased nonetheless.

“Fortunately, the lengthy sentence imposed today virtually assures that no more children will fall prey to this defendant,” Arnold said Friday.

City News Service reports the child's grandmother delivered a victim impact statement to Cassidy that said, in part, “I still get sick to this day as I cannot get the visions and words out of my mind. I simply cannot understand how anyone could do such a cruel and inhumane thing to such a sweet and innocent child or to any child.”

Samuel Ostgaard, 22, of Silverado, surrendered to the Tustin Police Department last Tuesday afternoon, having been sought for the possible sexual assault of an underage female victim on Nov. 24.

Ostgaard was booked into the Orange County Jail for allegedly having unlawful sexual intercourse with a minor under the age of 16 and held on $20,000 bail.

Meanwhile, cops disclosed Ostgaard met the alleged female victim through social media–and released this statement:

“The Tustin Police Department would like to remind parents to monitor their children's activities especially when it comes to social media. Minor children who have access to social media and other dating-type websites are susceptible to becoming victimized.”

Blaise Ryan Christie, 32, of Garden Grove, pleaded not guilty Wednesday to sodomizing by force two women he met through Craigslist ads.

As the Weekly previously reported, Christie produces crude, violent porn and has been accused by some women in the adult industry of having lured them with model shoot ads before sexually assaulting and exploiting them. Those previous allegations produced no charges, however.

But the Orange County Register reports that Christie, who is jailed on $1 million bail and is due back in court Jan. 9, pleaded guilty in 2007 to a felony charge of unlawful sexual intercourse, was convicted felony second-degree burglary and grand theft in 2012 and was later placed on four years probation.
