Garden Grove Poised to Become Latest OC City to Ban Breeder Sales of Dogs and Cats

Like Irvine and Huntington Beach before it, Garden Grove is poised to become another Orange County city that bans the sale of dogs and cats from commercial breeders, only allowing the paw trade through shelters or rescue groups.

The Garden Grove City Council approved such an ordinance 4-1 on first reading. A second vote to finalize to process could come as soon as April 14.

The law is aimed at shops that rely on so-called puppy mills. While The Pet Shop owner Donald Foster swears he does not use puppy mills but only reputable breeders, his store at 12500 Valley View St. may have to close if the ordinance passes, according to a letter he filed with the city.

Mayor Bao Nguyen has said he cast the lone vote against the law because it targets a single small business, Foster's. It would make Garden Grove Orange County's fifth city to ban sales from commercial breeders and the 19th in California.
