Around 2 p.m. on May 25, 2009, the woman was walking alone on a trail in Esplanade Park in an unincorporated area of Santa Ana when Fraga grabbed her by the waist and dragged her into nearby bushes. He put his hands down her pants and fingered her vaginally and anally before she struggled to break free and run away.
Fraga was arrested after several witnesses, including an off-duty Orange County Sheriff's deputy, chased him down.
