Yes. According to MTV.com, designer Franc Fernandez was contacted by Lady Gaga's stylist, Nicola Formichetti. "They had already shot the picture with Terry Richardson in the meat bikini for Vogue Hommes Japan. They told me that they wanted to make a main dress [out of meat], so I did it," he said. He also said it was made of matambre, weighed about 40 lbs., and was not bloody...apparently Lady Gaga said it was very comfortable!
PETA is understandably upset; the animal-rights group said in statement: "After time spent under the TV lights, it would smell like the rotting flesh that it is and likely be crawling in maggots."

Gaga told Ellen DeGeneres that the dress was worn in part as a statement of protest against the military's "don't ask, don't tell" policy, adding, "if we don't stand up for what we believe in and if we don't fight for our rights, pretty soon we're going to have as much rights as the meat on our own bones. And I am not a piece of meat."
