1993: After 29 years with the Los Angeles Police Department, Pat McKinley, who helped create the country's first SWAT team, takes a gig as police chief in Fullerton. He retired in 2009 and is now a member of the city council.
On July 5, 2011, Fullerton police officers savagely beat Kelly Thomas. He died five days later and the police department fell under international scrutiny.
Although more extreme, it wasn't a unique incident. The department has a longstanding history of using heavy-handed tactics. Click through this slideshow for a brief outline.
