Glassy-eyed and shocked, friends, co-workers, and the community were stunned by the suicide of Costa Mesa Public Works Maintenance worker Huy Pham who jumped from the roof the Costa Mesa City Hall Thursday afternoon, after learning of impending lay-offs. The Friday twilight vigil helped bring the community closer during a tough time as the City Council began sending lay-off notices to its staff as it decided to outsource most of the public services of the City to close a budget gap.
