Two Accused Child Molesters and an Alleged Sicko Shutterbug

This week brings three winners—if the allegations each face are true.

One is a man accused of sexually assaulting two girls.

Another allegedly molested a girl in 2007 but was not nabbed until after a police chase earlier this month.

Then there is the fellow detectives claim secretly videotaped at least 10 women undressing when they came to his home to care for his mentally disabled daughter. A search warrant also produced child porn.

Michael Ray Lliteras was arrested by Fullerton Police July 16 on suspicion of sexually assaulting two girls, one of whom was age 10 or younger. The Hesperia resident is accused of inappropriately touching the girls in a pool, hot tub, apartment and on a couch. Currently held in lieu of $1 million bail, Lliteras is scheduled to be arraigned Aug. 5 on six felony counts of lewd or lascivious acts with a minor younger than 14, another of sexual penetration with a child 10 or younger and sentencing enhancement allegations for substantial sexual conduct with one girl and multiple victims.

Jose Luis Mejia Salas is also scheduled to be arraigned Aug. 5 on felony counts of lewd or lascivious acts with a minor younger than 14 and forcible lewd acts on a child. He allegedly molested a then-13-year-old girl in 2007, but an arrest warrant for Salas was not issued until this past October 20. When Santa Ana Police attempted a routine traffic stop on July 10, the car took off, a chase ensued and the driver bailed from the vehicle, according to Cpl. Anthony Bertagna, who identified Salas as the driver caught a short time later hiding in a relative’s home. Besides the molestation charges, Salas faces felony evading police and misdemeanor driving without a valid license counts. 

David Russell Lowe is accused of secretly videotaping women changing clothes in a bathroom in his home, which they’d come to as part of caring for his mentally disabled adult daughter. The 54-year-old’s arrest Tuesday at his home in the 900 block of East Almond Drive in Brea came after a one-year investigation sparked by a caregiver who allegedly found images of herself on Lowe’s computer in July 2015. Brea Police Lt. Darrin Devereux says that after a search warrant was served for Lowe’s computers and home, images were found of at least 10 caregivers in various stages of undress as well as child pornography. Detectives claim Lowe asked caregivers to demonstrate to his daughter how to fasten a bra as a way to get them to strip down for his hidden video camera. Lowe pleaded not guilty Thursday to felony possession of child porn and 10 misdemeanor counts of invading someone’s privacy in a room by the use of a camera or device.
