The competition, launched by the Board of Supervisors in observation of 2013 National Crime Victims' Rights Week, stipulated that the entries artistically compliment the landscape of the park and create an iconic gathering space to provide visitors with a space for contemplation, remembrance and healing.

“The winning design will be inherently egalitarian and human-scale, expressing the cross-cultural and inter-generational impact of crime on members of our community,” according to the county's parks department.

Open to all, the competition drew seven entries from students and 42 percent originated outside the U.S., from countries including Australia, Mexico, Sweden, Japan, China and the United Kingdom, according to the county's parks department.

None of the finalists hail from Orange County, let alone California. Two are from Mexico, one is from Yugoslavia and the remainder were submitted from New York City and Bellevue, WA.

The five finalist designs include features like panels with victims' names, gathering areas and reflecting pools. Their creators are now tasked with submitting more detailed designs by Jan. 30, followed by a public exhibition of the entries in February and March. The formal winner is to be announced in April.
