Located in Fantasyland (long derided by cool people as a haven for toddlers/hippie-flippers only), Mr Toad's Wild Ride doesn't have the technological wonders of Star Tours or the thrill-ride rush of Indiana Jones or Space Mountain. What elevates it above these other rides, however, is its completely subversive theme. Allowing the rider to adopt the persona of gonzo aristocrat Mr. Toad, it essentially gives budding young celebutantes their first taste of the thrills of wanton vehicular abandon as their car careens around London, smashes through walls, ignites explosives and even runs through the local pub for some liquid courage before eventually ending up in hell, perhaps in an attempt to lend the tinge of a cautionary moral message to the preceding life-affirming adrenalin rush. Of course, anyone engaging in this kind of behavior in the real world should be prosecuted to the full extent of the law, but in Fantasyland, these issues can be worked out in a controlled environment, making Mr. Toad's the Grand Theft Auto of Disneyland rides.
Mr. Toad's Wild Ride is definitely fun and not just for kids but the best ride? I'm not so sure... A lot of people enjoy the "kids" rides for the theme, even their turns. In the same class of Mr. Toad's Wild Ride the Roger Rabbit ride in Toon Town is lots of fun although personally I'd go with another "vintage" ride that's a bit faster and longer -- Big Thunder.
