In March and April, the Orange County Vector Control District gave itself 7.79 percent pay and benefits raises and also made plans to travel at public expense to conferences in Washington, D.C. ($6,380); Portland, Oregon ($4,110); Sacramento ($1,200); Modesto ($2,485); and Gainesville, Florida ($3,200).
