In March, the Orange County Water District agreed to a $3,500-per-month raise for lobbyist Chris Townsend, who now takes home $550 per day from this single public agency. Meanwhile, Townsend's firm also received first-quarter payments of nearly $400,000 from local cities such as Aliso Viejo, Garden Grove, Fullerton, Laguna Niguel, San Juan Capistrano, Villa Park and Santa Ana.
